We’ve heard a lot of great questions from our community, and we want to take a moment to share more information about the Virginia Splash Pad Project.

The Virginia Splash Pad is being developed with very minimal City assistance and is designed to be funded through donations, fundraising, sponsorships, and community support—not City tax dollars.

This project is being driven by community partners including Revive Virginia and the Virginia Community Foundation, along with many passionate residents and supporters who believe in creating something lasting for families in our community.

Built by our community, for our community, the splash pad is intended to become a fun, sustainable gathering space that families can enjoy for generations to come.

Below, you’ll find answers to some of the most common questions we’ve received as we continue working together to bring this project to life.

What's the Vision? 

Using the generous grant funds made available by the MCPA, we want to assist the City to create a vibrant, family-friendly splash pad with minimal reliance on City funds—built by the community, for the community.  Our goal is to build and maintain this splash pad using minimal City funds, ensuring it remains a sustainable, community-supported amenity.

How will the project be funded?

The project will be funded primarily through donations, fundraising efforts, and community support rather than relying on City tax dollars.  After construction, any funds leftover will be held in a Maintenance Fund at the Virginia Community Foundation.  Just like the Olcott Fountain Project and the Children's Memorial Park, volunteers assist with maintenance and funds for repairs come from private donations and supporters. 

What happens if more money is raised than needed for construction?

Any funds raised beyond construction costs will be placed in a dedicated fund at the Virginia Community Foundation. These funds will be reserved specifically for long-term maintenance and repairs.

How will the splash pad be maintained over time?

Like other beloved city park features—such as the Children’s Memorial Park and the Olcott Fountain—this splash pad will rely on ongoing donations to support maintenance and upkeep.

Will this project require ongoing City funding?

No. The intent is to minimize the need for City involvement. With dedicated funds and community support, the splash pad will largely sustain itself.

Are splash pads expensive to maintain?

No—one of the greatest advantages of splash pads is their low maintenance requirements. They are designed for efficiency and durability.  We encourage you to contact other cities that have a Splash Pad (Hibbing, Chisholm, Aurora) to inquire about the annual costs.   

Can the splash pad handle Minnesota weather?

Yes. The underground systems and components are specifically engineered to withstand Minnesota’s seasonal changes, ensuring long-term reliability.

What kind of City involvement will be needed?

With proper seasonal opening and closing procedures, the splash pad will require very little ongoing involvement from the City.
